I've watched the video a couple of times now and I still can't see anything wrong with her outfit. She's pretty much wearing a figure skating outfit and she's covered up to her neck. The only thing is part of the outfit is mesh see through. Not only that, she even tells Elmo that she's playing "dress-up".
Most of the parents (if not all) that have commented on the video don't have a problem with it and have already shown the video to their ****.
