That may be true but in reality *************** is more concerned about the dealers rather than the users. That's why they sometimes actually use people that use ***** as informants to get to main level dealers. Get rid of the dealers, you get rid of the *****. And besides I actually hear in documentaries that *************** would rather go after the much harder ***** such as crystal meth and heroine than go after *********. Some officers consider ********* busts a waste of time.
