Not exactly. To democrats, bi-partisan means proposing a bill that only contains 50% of what they had in mind and then agreeing with Republican on deleting another 50%, ending with a bill containing only 25% of what they had in mind. Then, GOP congressmen start ranting on Fox about democrats forcing them to vote such an hideous socialist bill.
