Easy to say that. However, no one knew this guy was a Captain of a PD, you'd be arrested right along for inciting violence. Even if it is reasonable to go. Because imagine if you threw the first punch, what would others do? You'd be inciting the dumb-masses (say the word fast) to possibly follow suit.

The drunk fool is getting his punishment. The Captain will definitely see to that, I am sure. However, he still has to go by the books, but that doesn't mean the Captain won't make his life a living hell for a little while with not crossing any actual harassment lines.

It's not like he punched the girl after he puked on her and started to pee on her.
