Well, you certainly wouldn't see a government ad like that in the States. There's some pretty bold, offensive ads on basic cable and there was an anti-tobacco campaign featuring a guy named Whudafxup (What the fuck's up) but the government's smart enough to stay away from guaranteed controversy like that.
