It's not only the not being able to keep things civilized, it's also about being able to moderate content and keep people from posting copyrighted content and such.

I don't know if cams have been implemented yet, but chats can easily be moderated on mIRC.

As long as we would have to manually turn it on to participate.. When yahoo email started doing this it was SUPER annoying.. I would login to check my email, and I would have a million little messages start to pop up.. which I would ignore, because I wasn't lookin to chat, I was just trying to do my emails.. then I would start getting messages like "why are you ignoring me?" ugh so annoying!

You would also need moderators at all times..

Agree. I'm thinking a button like the in the Facebook-chat or something which turns green or somthing when someone wrote you, just keep it closed or cancel notes if you don't want to see it.
