Welcome to the board...and yes, of course you can give rep points to other. Everytime you answer a post or reply a post, it will give him or her rep points...if someone answers you, like me, you´got rep points, too...but it doesnt work like 1,2,3,4...it´s like 22...35...198...2003...you know...i think it is a number which shows you how much replies you got from us...
