i don't see any wiring, but what kind of snake is that crawling down the wall? from the stripes, I am guessing garter snake, but it might be a coral snake

It is not wiring at all, but a type of rigid conduit. If you have a concrete or log wall, it is very difficult to put wires in it. This leaves the option of putting it in conduit which is a plastic or metal tube containg the wire. I actually think that they hid the wire pretty good there considering.

They could have cut the border piece and let the wire sit in it and not have it stick out like a sore thumb.

Then they would have had a 1/2 inch gap in the "Chair Rail Molding". That would have looked like crap too, especially if you consider that electricians aren't very good carpenters.
