Charlie has a throwaway phone and explains to Mac that he uses these "burner"-phones because the Waitress has always changes her number ("We got that DANCE going on in it"). From season 6, episode 5 of "It's always sunny in Philadelphia" "Mac and Charlie:White Trash." I just imagine a lot of people change their numbers after a call from VV.
