How does the low level porn industry work?

sometimes you see unpopular non porn star girls that are in several videos with different guys. how do they get hired. Do girls just sign up somewhere, and 'porn directors' look at this list for actors/actress's, or do the girls have to hustle and look (send in an app) to these random places? Or do these types of girls just so happen to be the kind that like to film with every 'real' boyfriend they have?
