Getting rid of trolls on the board

I was just wondering if there's any way that we could get rid of trolls on the board when moderators aren't around. I'm curious because, lately, whenever we've had some shithead decide to sign up and start flaming away, the people that can get rid of him seem to be away, and no amount of post reports do anything. Today I had a problem with Premium Link Upgrade shithead leaving annoying messages on my user comments, and there were absolutely no mods that I could report him to anywhere to be found. I doubt if it's likely to happen, but isn't there some kind of feature that allows someone's account to be frozen when, say, 5 consecutive posts have been reported?
