Amazing...been trying to source this for YEARS!
It's a Red Light District scene from before October, 2009 , probably with Manuel Ferrara

At the bottom of each movie's IAFD page, there are links to DVD sellers. Some of those DVD sales pages include screens from the scenes
Adult DVD Empire is especially nice for this.
You'd need to click through to each scene's screens and check them against the gif.
I'm too lazy to do it, there's quite a lot of them.
