Spain would be the obvious choice. Germany where to scared of them in the WC, but with a bit more experience like they will have by the time of the euro's, they'd look like a good shot. I don't see Holland getting any better, and don't even get me started on England. But France, a new coach, a new team, and a new exciting style might be worth a bet.
