Tough call between Pieter Bruegel the Elder and Bosch but I have to give it to Bosch. Did he paint anything other than pictures of hell?

I don't see how any of these are dystopian, but I'm drunk.
 
The best depictions of a dystopian world have been made by HR Giger IMHO. Sadly you didn't list him. Of all the paintings & painters you've posted I think Hell, made by Bosch, resembles it the most.

If one doesn't take the title of the painting into account, one sees unhappy, tormented, plagued, etc. humans, but certainly not dead humans. Since, AFAIK dystopia is not about death but the most miserable possible society I think this painting applies best (still, considering these people are in hell, they're probably dead...).
 
Is that supposed to be a person peering through the window in Nighthawks?? Wikipedia doesn't mention anything about it, and Hopper has stated that Nighthawks is more about a predator stalking it's victim than it is about loneliness.
 
The Triumph of Death. A pretty brutal depiction of death and war. Death can't be conquered and war never ends.
