Does anyone know a website or forum that lists all the cam girls that are UK based?

I don't spend much time on cam sites but you can filter by their location, can you not?

They all have flags against their names/pics/profiles.

I very much doubt anyone has even attempted to come up with a definitive list because there are so many. It would be an impractical task.

What would you do with such a list if you had one / found one?

Just see who's online who you like the look of, and create your own list or add them to your bookmarks folder - that's all you can realistically do I think.
