They're made to get wet and not become instantly see-through, where lingerie is made more to soak up body perspiration, while still breathing properly. The law states that you are only required to cover up genitalia, but wearing lingerie on the beach is prohibited because of the nature of the material...NOT because of the AMOUNT of material.
Not to mention, most lingerie will be looser and flimsier, and you can see around the sides, too...where a bikini will fit firmer to th body, preventing anything from being seen out the sides.
