Have any of you had to pay that congestion charge when going into London? It just seems like it would be impossible to correctly track payments and violations.

All roads into the congestion zone are covered by 'number plate recognition cameras'. Every car entering the zone has its licence plate logged on a computer. At the end of the day (now changed to teh following day as the payment window has been extended) the computer runs a check and all cars that have either paid the charge or are exempt (police cars, taxi's etc.) are deleted from the system. Everything else is cross checked with the nation vehicle licence datatbase and penalty notices are sent out to the registerd owner of the vehicle. that's about it. Oddly for a government run system it works pretty well. And I'm speaking of the method and not the actual policy of charging :)

1 - No. Good riddance to bad rubbish.
2 - Because no one else will!
3 - Never heard of it! I’m guessing its a barrier constructed from shrubs & bushes surrounding the ancient monument Stonehenge?
4 - Regional accents & slang maybe? Or you could be hard of hearing? Or english may not be your first language? Or you could be of below average level intelligence?
