This rack is from HBO's "Eastbound & Down" series. It appears in the opening credits in one of the later episodes!
Supposedly, it's Katy Mixon - however, it suspiciously fails to show her face. In fact, the inquiry was a topic of a "Yahoo Answers" posting/discussion in which the astute point out that Katy lacks the freckles or moles that are evident in this gif.
