Announcement 2014 Board Guidelines - it needs improvement

I was looking for rules (for reading them again, I swear!), and I just found the "2014 Announcement" :

But seriously, it really needs to be improved. Nobody want to read a wall of text like that. Add new lines, empty spaces, better layout : it needs to be more airy, clearer, more readable.
