Why would a girl have a strict policy against that?

Gotta agree with Brasky there.

My opinion on why a lot of these girls don't do black guys is because most of the videos of black man on white woman (or Asian woman, Latin woman, etc.) sex involve a certain amount of domination by alleged "monster cocks" that seem to make the woman less the centerpiece of the action - which should always be the point in heterosexual porn aimed at men - and rather move the focus onto the man's penis and what he's able to do with it, in a lot of cases "against" the woman.

Not at all that I have anything against a little roughness - nothing too extreme though, but that's for another topic - I just prefer my porn scenes to focus on the girl rather than the guy.
