They were, Will E. As many as could have been. The problem was, prosecuting them accomplished nothing, and there were just too many folks breaking that one particular law during the time that sending them all through the legal system would have been impossible at worst, and expensive and problematic at best.
When I can be prosecuted for enjoying a cold beer in the privacy of my own home, it's time to move.
