In the Red Light District here the booths were connected and placed so the monitors were facing the same direction. The holes were cut where the booths were connected. I had a former classmate that worked at a video store and I would sometimes help him patch the booths (I was paid in VHS tapes).

I don't think it was the Act itself. There is an amendment in the Act where there is a repeal of a portion of the Energy Policy Act of 2005 that was added. Which happens a lot with Congress and whya lot of policies that would be a benefit are not in place.

The American voters has an attention span of a 2 year old. With enough ads about Obamacare, etc., it will all be forgotten.
