I don't know what else to suggest other than, I would call the tech guys and make sure that the modem is programmed correctly. They can do this via the cable line using the MAC numbers located on the modem.

I have cable internet service and had the exact problem about a months ago and I got the same answer when I call the tekies for tech support (unplug and wait). I finally complained enough and they sent me another modem. When I got the new modem I was back to the connection speeds I was used...
