Hard to say... DC is a definite NO, as is Philly. Chicago, Boston, Seattle, and one you didn't list Atlanta are some of my favorites. But "the best" is very subjective when you get to the cool cities. Honestly, many of my favorite American cities are not the huge ones, but the medium sized...
