I guess they started releasing DVDs with hand picked parties first, only later going with DVD releases following the dates. Some episodes never got released on DVD, either by accident or on purpose, who knows. The episode with Birthday Girl is one of them.

BTW the files you could download from the website were orignally named ph2005-06-27.avi, ph2005-07-04.avi etc, so 'ph' and then the date. That's why you will find many references here to that naming scheme.
