Why is it so hard to get nude video chatters?

Would like some feedback. We have a local adult social networking site. We have chat area to video chat. We would like to set up a weekend nude video chat but it seems so hard to get members to do it nude. I would think that swingers, nudist and males would love to do that. How do you get members to do it on a regular basis?
