Who is responsible for placing the checkout divider between groceries?

I always place the divider behind my groceries when I'm done putting them on the conveyor. I have notice some folks don't do this and they'll get the dirty look.

Is there some rule that the person with room behind their groceries is responsible for placing the checkout divider on the conveyor-belt so the other person can then place their groceries on the conveyor?
 
I always put the stick down after I put my items on the belt. I also notice a lot of people put their groceries down without putting the stick down behind them. I don’t like those people and I feel something should be done to them.

Uh, no. It’s kind of rude not to put a divider down when you finish loading all your stuff onto the conveyor. I'm not going to put down two dividers; one for the front and one for behind my stuff!? NO! NO! NO! NO! FUCK YOU!

You don't have to put down two. Put down one when you walk up (if there's somebody in front of you) and be done with it. The next person (if there is one) can do the same. If I'm the only person in line when I walk up, I'm not watching and waiting for the next mope to walk up. I'm not paying attention to the half-baked humanoids around me. I unload my stuff, walk up to the credit card machine, pay and leave.

If there is somebody behind me I will put down the divider after I put my stuff down. Reason being I don't want to end up buying anybody else's stuff, and I also almost never want to have any more social interaction with either the cashier or the customer behind me than absolutely necessary. I don't want to ever say anything like, "Hey, that is his box of cereal. Don't ring that up" because the dumbass was too impatient and wanted to shove his items right next to mine. Sure I'm a little irritated about having to do the job of the person behind me, and maybe if I cared more I would make them do it just out of sheer principle, but I very likely don't even want to be their in the first place as I hate shopping, and I want to get out as soon as I can. If I have to do more than stare at the cashier giving an unflinching irritated look to encourage them to move faster I consider my shopping trip a failure.

Its a toss up in the Netherlands. It seems that if there's nobody else in line, it's the responsibility of the person who comes up behind you. However, if there's a line and a divider is available (there's quite a few stores that might have 1 here) it seems you should put it behind your stuff when you finish putting it on the belt.

However, I tend to shop online so I don't have to deal with other people and their fucking dividers.

It's social etiquette for the customer to place the divider between the groceries. The cashier already has a lot on her platter: She has to scan the food, bag the groceries, and greet incoming customers. It would be unfair to expect her to place the divider on top of those duties.
