Unsolved Homicides in the 21st century

With all the improvement of Forensic Science, along wit more police and a lower ****** rate, why is it that the amount of ******* that go unsolved rise each year?

I read in that in the 1960's, 90% of ******* were solved, but in 2008, only 61% of ******* were solved, and its getting lower as we speak.

What is the cause of this?
