Translated into a pay-per-mile plan, drivers would face a tax of 2.2 cents per mile compared to the 0.9 cents they pay now. Trucks would pay far more.

Just like I argued as nauseum with Rattrap, we do not live in a dictatorship. We live in a Democratic Republic. This or any President can make all the suggestions and take any position that he wants. Your OP isn't about what is law. It is about what the President hopes to achieve. He needs Congress to vote for it, he needs the Supreme Court to either uphold it or at least, not strike it down.
