It's being reported that the FBI failed to act on a tip about the FL high school shooter. This is on top on what we know how they went about the Russia investigation(Steele dossier, Flynn, etc). It seems like it's fuck up after fuck up with the FBI. So my question is do you think we should disband the FBI and create a successor agency to replace it?

Well, I think you should first ask (at least) a couple questions as that's being debated. First, is the organization so badly broken that it can't be fixed or reorganized? Second, even if it is, where would you find the agents who would work at this new national law enforcement agency? Apart from people who are already federal agents (having the necessary experience and background), where would you find enough people, if you excluded those who are currently agents? Knowing some of the issues and the high exclusion rate once background checks are performed when state and local cops apply to the FBI, U.S. Marshal's Service, Secret Service, DEA, etc., there's no way that enough of them could be found to effectively fill the void.
Since I believe that partisan bickering and political bias are a couple of the main things that have wounded the agency over the past few years, that same bickering and bias (especially during the formation and confirmation processes) would make it nearly impossible to form anything new that would be any better than what we have now... could be even worse.
What happened in Florida, I honestly can't understand. As much as people want new laws for this or that, what we all need to understand is that unless those laws are enforced, they're nothing more than words on paper. So if someone serves you clues to a potential crime on a silver platter, and you fail to react or investigate, you can come up with fifty new laws and it wouldn't matter.
