California's Fiscal Crisis: The Legacy of Proposition 13

Here is a link for people who aren't familiar with Proposition 13 and the *real* reason why California is in the fiscal mess it is. This proposition coupled with California's "Super" Majority requirement in State Govt assure the minority (the Republicans) that they are the power party of state politics.
I actually feel bad for Gov. Arnie. If it isn't the Dems who ignore him then it's the Republicans who backstab him....:dunno:
California used to be the --hands down--greatest state in America. Now, it is one that many more people really should leave.
In order to close the $24bill gap--the required cuts to State services will be DRACONIAN and make the state unliveable except for the very elite and the rural Californian.
