No.
In the 70s and 80s there was no one close to De Niro, and that includes Pacino. He took method acting to a new level, and the lengths he went to to get into character for the roles of LaMotta and Bickle were incredible. It is said that when training for Raging Bull his boxing coach said he would have made a very good amateur boxer, and indeed he had a few fights and won them.
My favourite (probably apocryphal) tale of De Niro is when he played The Creature in Mary Shelly's Frankenstein and at the end of the movie he is in a cave waiting to be called out by another actor (Kenneth Brannah no less) and he when he was called by Brannah he refused to come out as he said he didnt believe that Brannah really wanted him to come out so he made him do it again and again until he believed him!
The closest actor around today to De Niro's meticulous preparation to a role is Daniel Day Lewis, but even he isnt close to De Niro in the period the OP mentioned.
