Illegal Use of Police National Computer - UK

Some advice fellas - true story
I have a friend who was fucked over in a property deal with a builder who later turned out to be a psychopath/ex-con.
My mate as a consequence of the builder failing to complete the job has lost everything: 'bank' pulled plug etc etc
Now my guy is being pursued round the country by the psycho-builder who has taken it upon himself to chase him for money 'owed' (supposedly).
The psycho happens to be a Mason and is using the PNC to get info on my mate, where his Drivers Licence is registered, his cars, insurance etc.
Not only that but the head of the private school (masonic buddy) where the son goes is feeding information to the psycho, and chasing my guy for an up to date address.
No crime was committed and no money is owed, for the record.
Obviously by definition the police in this case are bent, so no recourse there!
Anyone care to comment/share an experience, suggest a course of action to take?

Dunno how deep this whole Mason thing goes but maybe get a solicitor (go for non white as they won't be masons) or some sort of EU human rights department. Also speak to the Citizens advice bureau.

If he has proof of this he should lodge a complaint with the appropriate government agency. I'm not sure what the case is in the UK with respect to harassment but if he legitimately feels he's owed money why not sue your friend? Likewise, your friend has taken a loss (or feels he has) why shouldn't your friend sue and have the courts settle it one way or the other?

But the first thing your friend ought to do is talk to an attorney to see if any laws were broken in the actions of those feeding the contractor information.

I'm not really one of those people who believe in all these extreme conspiracy theories but if the masons are real and half as powerful as people believe they are they will have people in all the high places in positions of power and responsibility making a fair complaints procedure ineffective. The masons are supposed to remain discreet (if they do indeed exist) so this 'builder' is breaking all of the rules as it were.

He could try a bluff....Call the guy out of the blue, tell him he's not going to call him again after this call and the next contact he will have is from some friends of his at "Knuckles and Associates" and say, "believe me..you don't want to see these guys because their motto is...'we settle EVERYTHING out of court". Proceed to explain to the guy why he feels he doesn't own him and tell him he doesn't want to hear from him again.

The legal defense to that threat? "Knuckles and Associates" is an actual law firm.:o
