She assaulted the officer, possibly even kicking him in the groin. I don't want to totally exonerate him, but I could see an argument that he was subduing a resisting perp. And maybe a little instinctive reaction for be kicked in the jewels. I would have liked him to have stopped at 1 punch though.
I think a bigger question is, why don't police just give a little more leeway to a cuffed suspect? If they start resisting in that state, why not just stand back and see what they do? At most they can bodycheck you, but then you have grounds for another charge against them & can justify the use of more force. And if they run, well, if you can't catch a perp with their hands cuffed behind their backs, You Might need to hit the gym.

I would not want to be an urban law enforcement officer this summer. The bright side Diablo Blanco is that the retiring cops may be looking for better jobs closer to you or me. Law enforcement jobs surrounding me are more palatable. The last one seen stopped in my neighborhood was dealing with a couple knocked over mailboxes down the street.

I don't live in the worst part of town, but if a cop wants to work in a city without drive byes, and unsolved homicides, this isn't the city for him/her. It's an odd location, bordered by the actual city of Cleveland, and Maple Hts, both with shitty reputations for criminal activity, and a couple of very quiet suburbs on the other end....you can go from feast to famine in just a short ride. I fortunately live closer to the quiet burbs, although right across the street is Maple Hts., which has seen a serious decline in quality, and has a rising crime rate, it's still pretty decent where I live....even though my neighbor has a bullet hole in her house from the 4th of July.

Once again an incient presented on video for the public cut in pieces. To fully be able to judge the proceedings, I need to see the issue that created to later contact of her and the officers, and then the FULL actual physical contact. Sadly, no audio is to be had, so another missing factor.
What strikes me is, there are three officers, and they have so muich trouble taking the suspect to the ground. The third one should stand behind her, and have a firm grip on her two upper arms.
Well, it is real easy to say this, I never was an officer, but I think this is a strategy that should be taught
