Basically he's saying we should legalize all *****, not just pot. After all, ******* and ******** were criminalized, and when prohibition didn't work they legalized them, and now they're moneymakers for any government.
It's not a new idea by any means, but in light of all the pot legalization in the last election it's an idea that might get a second look.
