I've gone through various picture browsers, but for 2 years or so, I've used Xee. ( Premium Link Upgrade ) (For Mac OSX only, sorry.)
It opens even UHQ images lightening fast and allows you to completely customize the experience. You can open an folder, or any amount of folders and define any key you want to advance 1 image forward or back, or 10, or 100, or random, or previous random, or scaled to fit screen, or full size, or scroll....
Xee is, without a doubt, the coolest, fastest, "free-ist", most customizable image browser I've ever seen and used.
