If they didn't have any testes then they wouldn't be hermaphrodites. A hermaphrodite is something that has both male and female reproductive organs.

The way that the human body works is that an embryo (a baby) has undeveloped sex organs called gonads. If you have a Y chromosome, then it will release a gene that cause the gonads to develop into testicles (male). If you don't then they will develop into ovaries (female).

Since the human body only has one set of sex organs, they will be either or. For a person to be a hermaphrodite they would have to have two sets of sex organs, and one of them would have to a genetic abnormality that makes it resistant to male genes. This is so unlikely that there has only ever been one known case.

I suggest you go back to high school and take a biology class.
