There was this typical "lollipop teens" movie that had several scenes where the girls played childlike teens (and I think during one scene a girl was actually sucking on a lollipop). In one of the scenes a girl in a green swimsuit had sex with a guy in a paddling pool in a garden. I don't know from which country the original version of the movie came from, but I remember that I saw a version circulating in the web synchronized in Spanish. So it could be from the 2000s.

i'm curious too if there's such scene since most of the swimsuit scenes are japanese (aka hairy and censored) but you need to provide more details, i think

Wish I could tell you more... suppose there are too many teeny movies fitting that description :-( As far as I can remember the movie had no storyline and consisted only of a couple of scenes one after the other.
