This really annoyed me. I've seen developers destroy an area to sway local government to grant building permits. Twice in a Northern state building permits were held up, one in a natural area and the other with a historic designation. Developers bulldozed acres of trees in the first in pursuit of permits to build 5,000 homes. They were then granted the stalled permits after paying a $5,000 fine. In the second case designated landmarks were knocked down also to build homes, and I believe complaints afterward were tossed out of court as an error of the developer.
