Difference in video quality between different sites

I just use the free section of sites when watching videos but was wondering why there seems to be such a difference in quality. *******, for example, seems to be pretty high quality in terms of the videos but a lot of the other ones seem quite grainy. I've definitely always got the highest video setting quality selected so just wondering why this is?

It's up to the user downloading the video. Does ******* have high quality videos? Most videos at ******* (regular - free account. Ads prevalent) should only be 240p or 480p. Videos at ******* Premium (where a monthly subscription is taken - no ads) should be 240p, 480p, and some videos can 720p. Anything higher than that, for example, some 720p and/or 1080p or 4K and/or lastly full length videos means the content was stolen somewhere and uploaded by the user. Any 1080p video, 4K video, or full length video seen there should be reported as a DMCA claim. ******* has to take them down.

Yes ******* has some subscribers and users that are unscrupulous pirates. Not everyone but some.

The idea is of course that you sign up for the sites if you want to see the higher quality videos. What you see in the free sections of any pay site are just samples.
