Connection refused?

I haven't been able to access the site from any web browser. I waited a couple days and I still get the error message.

This site can’t be reached
Premium Link Upgrade refused to connect.
Try:

Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED

I can access using a proxy website, but the pages only partially load.

Any suggestions?
