For anyone that doesn't know, fashion magazines tell girls to use the "pencil test" to check if their breasts are firm enough to acceptably wear braless outfits in public. If they only they had a test to check if a woman's thighs are too big to wear a miniskirt in public.
The test involves the girl lifting up her breast with one hand, holding a pencil at the bottom crease of her breast, then letting go of her breast and letting go of the pencil -- if her breast sags over the pencil and holds it there, it has failed the "pencil test", and it passes if the pencil drops to the floor.
The bustier the girl, the firmer her breasts have to be to pass the pencil test. Many that passed the test as teens eventually fail the test due to age and weight gain. Here's a before/after implants picture illustrating why women think implants make them look younger:

If you can SEE the crease on the underside of her breast when she's upright with arms down, she'll certainly pass the test. That's the method to use here.
