Guess not: the "unknown" hasn't any freckle but Keira Moon has some under her left tit nipple. Nice try though.

Well, it does seem to be Keira Moon, did some search and found that the image is from an Imageset from JustTeenSite and she has used the alias Clare over there. You should compare the pictures and that of Keira Moon and you will recognize. More specifically, the following closeup shot of her face totally confirms of her being Keira Moon:

Seems like its the work of some great makeup and lighting that she appears different.
