Ann Harlow?

I went back and forth a few times, but as of now I think no, that is not Ann Harlow.
Mainly because I have never seen that scene, and I thought I had viewed all of her scenes. Also, the (although you really cannot be sure), I don't think the tattoo matches. Compare to the good pictures of her tattoo from this scene:
