Sorry, I have been a little bit busy as of late.

It's a bit of a pain negotiating the rep system. If you give someone rep then you can't give that person anymore rep until you've given rep to a certain number of other people, I'm not sure how many it is though. You can also only give out so much rep in a 24 hour period, again I'm not sure how much.
It's probably to prevent people from ******* it and giving out unduly large amounts to their friends. Hope this explains it well enough.
