Does The Term Hater Really Mean Someone Who Hates?

Lately I've seen enough T-Shirts and Bumper Stickers that say things like Haters Gonna **** and it seemed strange in the context they were projecting. Looked like they were baiting people to be jealous wanting them to believe they had something they wanted others to covet. At best, I would think the person could only welcome some bitterness or resentfulness but hatred is a stretch that requires a lot of effort and commitment. Mr Mustang 5.0 is probably not worth the attention.

When Osama Bin Laden was ****** I felt I had a void of hatred inside of me that needed to be replenished. Some douchebag calling that kind of attention to himself that crawls out of that same cracker box apartment on a daily basis is just not as satisfying. I'd love to **** him but he's not good enough.
 
Can someone who purposely tries to provoke reactions even call people haters or would you call that person itself a hater rather in a form of passive aggressiveness?
