Maybe they hoped to make everyone feel more relaxed if the camera is held by someone who looks like a party guest themselves.
The times when you see the camera man getting involved it's held by one of the performers, not one of the technician guys. The technicians in the background stay technicians, just like the people behind the bar don't get involved.

PH and DSO productions ran over many many years and the meaning of bracelets cleary has changed over time. In the earlier volumes the side (left hand or right hand) seems random, and wearing a braclelet probably just means that they are part of the party and can be filmed and are not background crew. Only starting with some episode before PHGC you could see the obvious plants mostly wear the bracelet on one hand and the rest on the other. It's cleary meant to have performers easily see the status of a girl. It could be related to testing or something about the contractual obligations (is she here to perform all the time or is she an "optional"). I really doubt they included the bracelets to make it easier for us to see who is an amateur or who isn't. I've seen girls with active porn careers have the bracelet on the opposite side of the obvious plants (Alexis Crystal comes to mind).
